AECOM was instrumental in drafting the PA for the I-95/Girard Avenue project in Philadelphia and defined a programmatic approach wherein archaeological investigations were performed in phases, allowing sections of the highway to be improved in a sequential manner, rather than being stymied by the Section 106 process.
In many situations, the Section 106 review process reveals the potential adverse effects to historically significant resources and an agreement document in the form of a PA or MOA is needed. AECOM NE/SE Cultural Resources has played a vital role in a number of large projects by being the primary drafter of a PA or MOA.
AECOM staff has been part of such discussions and has experience identifying pitfalls and efficiencies to various mitigation concepts.
